February 6, 2024 Amtrak announces they awarded phase 2 or package ‘B’ of the Frederick Douglas Railroad Tunnel project to a joint venture by Kiewit/J.F. August 29, 2023 Google announced their plan to invest $1.7 billion in improving 3 existing datacenters. May 3, 2023 Google announced they were building 2 more data centers in the Columbus Ohio area.  This will add to the one data center already in New Albany Ohio.  These new data centers will be located in Columbus and Lancaster Ohio.  These new data centers will be used for artificial intelligence efforts for Gmail, maps and search.

April 18, 2023 Eli Lilly & Co broke ground on a $3.7 billion manufacturing facility in Boone County Indiana.  “Representing the largest manufacturing investment at a single location in the company’s history.”  According to a press release ( https://investor.lilly.com/news-releases/news-release-details/lilly-make-record-breaking-investment-indiana-manufacturing ) Lilly’s Chair and CEO Dave Ricks stated “Through these new facilities, Hoosiers will make life-changing medicines that patients around the world need to address serious health challenges, including diabetes and cancer.”  He went on to say “We’re investing at record levels in our home state to help our communities and economy thrive and enhance educational opportunities for more students.  We look forward to doing our part to make Indiana an even better place to work and live, while fostering cutting-edge innovation in our state.”   Located Boone County Indiana in the LEAP Innovation and Research District, near Lebanon Indiana and in between Indianapolis and Purdue University. Originally announced in May 2022, this project has grown from $2.1 billion to $3.7 billion with this latest announcement.

March 21, 2023 Indiana Governor Holcomb and ENTEK announced ENTEK’s plan to invest $1.5 billion to locate an electric vehicle (EV) battery component manufacturing facility in Terre Haute Indiana.  ENTEK (an international company) is headquartered in Oregon and plans to use 350 acres of land in Vigo County (Terre Haute) to construct 1.4 million sf of facilities to manufacture battery separators to be used by lithium-ion battery manufacturers.  Clayco is the General Contractor on this project and is already self-performing the concrete work. December 14, 2022 Redwood Materials (a battery recycler) announced their plan to spend about $3.5 billion on a new battery materials facility, located at Camp Hall in Berkley County near the Port of Charleston, South Carolina at what they will call their next Battery Materials Campus.  This facility is expected to supply a network of electric vehicle (EV) battery plants stretching from Michigan to Georgia.  They hope to break ground on the facility early in 2023.  This facility will recycle, refine and manufacture anode and cathode components; that are currently only sourced outside of North America.  For more information  https://www.redwoodmaterials.com/news/announcing-redwood-south-carolina/

December 12, 2022 Competitive Power Ventures announced they identified where they will build their $3 billion carbon capture power generation plant in Doddridge County West Virginia.  The facility is to be named “CPV Shay Energy Center”.  The facility will include an 1,800 MW combined cycle natural gas power plant and will incorporate carbon capture technology.  The County and Board of Education have approved a payment in lieu of taxes or “PILOT” agreement, which allows the project to seek permitting and regulatory approvals. December 5, 2022 Ford Motor Company in a Joint Venture with South Korean company ‘SK On’ announced they were investing $5.8 billion and building 2 battery manufacturing plants in Glendale (Hardin County) Kentucky. November 30, 2022 Texas DOT (TxDOT) broke ground on a $1.6 billion Fort Worth (Tarrant County) Texas interstate project.  Called the Southeast Connector, this project will widen I-20 to 10 lanes from I-820 to US 287 and widen I-820 to 8 lanes.  Construction will start early 2023 and should be finished by 2027.  The goal is to reduce congestion on one of the most congested locations in Texas.  The project will add travel lanes and improve interchanges to ease congestion.  For more information  https://www.txdot.gov/projects/projects-studies/fort-worth/southeast-connector.html

November 24, 2022 Hyundai announced plans to invest nearly $1 billion ($926 million) in Bryan County Georgia to build a new manufacturing plant producing EV’s and EV powertrains.  Construction should start early in 2023 with production at the facility scheduled to begin in 2025.  This plant is expected to produce 900,000 EV Power systems and 450,000 integrated charging control units.  The Hyundai Mobis plant is located in Belfast Commerce Park in Richmond Hill Georgia. November 22, 2022 LG Chem announced they were investing $3.2 billion to develop an EV (electric vehicle) battery cathode materials plant on 422 acres in Clarksville (Montgomery County) Tennessee.  Construction should start early in 2023 with production expected to begin late in 2025.   It is reported that the factory will produce 120,000 tons of advanced NCMA cathode materials containing Nickel, cobalt, manganese and aluminum annually for next generation electric vehicle (EV) batteries when it reaches full production in 2027.   For more information  https://www.lgchem.com/company/information-center/press-release/news-detail-9157?lang=en_GLOBAL

November 21, 2022 Amtrak announced they are moving forward with replacing a 116 year old railroad bridge over the Susquehanna River with 2 railroad bridges.  The total cost for this project is projected to be about $1.5 billion.  Early in 2023 Amtrak plans to advertise for bids from interested contractors to bid as Construction Managers at Risk to construct 2 railroad bridges.   Later a second bid will be published seeking bids on a  design-bid-build project for other aspects of this project.  Amtrak, the Federal Railroad Administration (FRA) and Maryland DOT –  Maryland Transit Authority plan to award both contracts in 2023.  Interested firms are invited to attend Industry Date in December 2022 to learn about the project.  Contractors should monitor Amtrak’s Procurement Portal (here) for further information.  For more information  https://media.amtrak.com/2022/11/amtrak-advances-susquehanna-river-rail-bridge-project/

November 21, 2022 Bally’s Corporation (BALY) announced they are purchasing (in a sale-leaseback deal that helped them raise a reported $500 million) the Freedom Center situated on 30 acres in the River West area of Chicago, and will locate their casino project there.  Currently Bally’s is planning to open the casino in 2026, with a temporary casino opening much sooner at a different location.  May 26, 2022 Chicago City Council approves Bally Casino’s plans for construction of an estimated $1.74 billion casino in Chicago.  Included in this project are a 500 room multistory hotel, six restaurants, a 3,000 seat theater, an extension of the Riverwalk and pedestrian bridge, an outdoor park and of course gambling slots and tables. November 16, 2022 Chevron Phillips Chemical and QatarEnergy announced they are investing $8.5 billion to build an integrated polymers facility in Orange, Texas.  Their joint venture is named “Golden Triangle Polymers Company LLC” (51% Chevron, 49% QatarEnergy).  Construction will start almost immediately, with Chevron managing the overall engineering, procurement and operation of the facility, which is expected to be operational by 2026.  A number of contractors and engineering firms have been selected for this project, including W.T. November 3, 2022 New Jersey’s Board of Public Utilities (BPU) (https://www.nj.gov/bpu/newsroom/index.shtml ) announced the award of an estimated $723 million to Jersey Central Power and Light (JCP&L) for the construction of electric power transmission infrastructure for the connections from New Jersey’s offshore wind farms to the power grid.  The total project cost is estimated to be $1.07 billion, including the necessary onshore electric grid upgrades.  The project will connect DC generated electricity from offshore wind mills to Monmouth County NJ where the DC power will be converted to AC power that will then flow into the electric grid.  Construction should begin in 2025 and wrap up by 2030.  On October 26, 2022 the Larrabee Tri-Collector Solution (LTCS) offshore wind transmission project was selected by Mid-Atlantic Offshore Development (MAOD) and JCP&L.  The BPU Board decided a successful bidder for New Jersey’s third offshore wind generation solicitation will be required to prebuild a single corridor from the shore crossing to the LTCS to minimize environmental impact, community disruption and permitting risks.  For more information  https://www.nj.gov/bpu/newsroom/2022/approved/20221026.html and https://dailyenergyinsider.com/news/37335-new-jersey-bpu-awards-offshore-wind-transmission-project-to-jersey-central-power-and-light/

October 20, 2022 Sempra Infrastructure announced an amended contract with Bechtel and Port Arthur LNG, restating the fixed-price engineering, procurement and construction (EPC) contract, at about $10.5 billion for the proposed Phase 1 liquefaction project being developed in Jefferson County Texas.  The final green light for this project is expected to occur sometime in 2023. October 7, 2022 Novelis broke ground on a $2.5 billion aluminum mill in Bay Minette, Baldwin County, Alabama (about 35 miles north of Mobile).  When up and running in 2025 the mill is expected to produce 600,000 tons of finished aluminum products, including beverage containers.  Earthwork and excavation at the 3,000 acre jobsite started in September/October 2022. Project was announced on May 12, 2022. August 5, 2022 Dominion Energy announced a clean-energy investment of approximately $9.8 billion, for a 2.6-gigawatt Coastal Virginia Offshore Wind (CVOW) project when Dominion received approval from the Virginia State Corporation Commission for the project to be constructed 27 miles off the coast of Virginia Beach, a major milestone in the development of this project  the largest project of its kind in the United States, CVOW is good for energy diversity, the environment and Virginia’s economy. CVOW’s schedule calls for construction to be complete in 2026, when it can generate enough clean energy to power up to 660,000 homes. The final order from the SCC affirms that CVOW meets all Virginia statutory requirements for rider cost recovery and the issuance of a Certificate of Public Convenience and Necessity for the onshore infrastructure. The order also includes a performance requirement, but does not outline the details surrounding that requirement. Offshore wind’s economic development and jobs benefits are transformative for Hampton Roads and the Commonwealth, including diverse communities. CVOW could create hundreds of direct and indirect jobs during construction and more than a thousand during operations, while attracting companies to make investments to make Virginia a hub for offshore wind. July 14, 2022 VinFast a Vietnam headquartered auto manufacturer announced a 4 billion dollar electric vehicle (EV) automobile and battery manufacturing plant, to be located at Triangle Innovation Point in Chatham County, North Carolina. June 13, 2022 US Environmental Protection Agency (EPA) announces $6.5 billion in New Funding available for Water Infrastructure Projects.  This year’s funding will support $13 billion in water infrastructure while creating more than 40,000 jobs.  By prioritizing investment in underserved communities, EPA is considering prospective WIFIA borrowers consistent with the goals of President Biden’s Justice40 initiative. This initiative intends to ensure that federal agencies deliver at least 40% of benefits from certain investments, including water and wastewater infrastructure, to underserved communities. To make WIFIA funding more adaptive to ongoing community needs, EPA is changing the way it accepts letters of interest from prospective borrowers. Letters of interest may be submitted by prospective borrowers and received by EPA at any time on or after September 6, 2022. The submission period will close when all available funds are committed to prospective borrowers. A rolling selection process allows EPA to provide year-round access to WIFIA funding, quicker selection decisions to prospective borrowers, and technical assistance to prospective borrowers. Since letters of interest will be evaluated when they are received, EPA encourages submissions at the beginning of the availability period. To date, EPA has closed 88 WIFIA loans that are providing over $15 billion in credit assistance to help finance nearly $33 billion for water infrastructure while creating nearly 100,000 jobs and saving ratepayers over $5 billion.
